JOB SUMMARY

Under general supervision, this position primarily performs a variety of professional accounting functions (approximately 75% of duties), while also providing supplemental support to utility billing operations (approximately 25% of duties). Key responsibilities include general ledger reconciliations, accounts receivable management, financial reporting, and cash receipt processing. The role also supports the accurate billing of services and proper application of payments. This position plays a critical role in maintaining financial records, ensuring compliance with accounting standards, and providing support for audits and internal controls. EDUCATION/TRAINING/EXPERIENCE

Bachelor’s degree required from an accredited college or university with major course work in accounting or related field and at least three (3) years of accounting experience.  Experience in governmental accounting is required.  Experience and competencies in generally accepted accounting practices and theory are required.

 

LICENSES OR CERTIFICATES

  1. Must possess a valid Texas Drivers License
  2. Must be bondable

  6. Skilled in reconciling cash and other related accounts, preparing journal entries, performing mathematical calculations, maintaining records, researching discrepancies, and preparing clear and concise accounting statements and reports
  7. Skilled in recording, analyzing, verifying, reconciling, and reporting accounting transactions, communicating        effectively with a variety of individuals and applying accounting procedures and principles
  8. Detail-oriented with a high degree of accuracy
  9. Strong customer service and communication skills
  10. Work independently, applying well developed knowledge, and exercising judgment and initiative including in the preparation of financial statements in accordance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards.

WORK ENVIRONMENT

Because of the interactive nature of the work, flexibility with the potential of starts and stops in completing work projects may occur.

 

ESSENTIAL JOB FUNCTIONS                  

Accounting Functions:

  • Prepares and tracks cash receipts along and creates corresponding journal entries according to established accounting standards and procedures
  • Reconciles cash receipts by reviewing transactions, general ledger entries, and preparing adjusting entries
  • Prepares bank reconciliations and conducts research on any discrepancies
  • Reconciles subsidiary ledgers and balance sheet accounts as assigned and works with departments on any discrepancies.
  • Assists with routine financial reports for the department, which will include reconciliation analysis and cash reports
  • Assists with monitoring and maintaining internal controls and policies for adequate fiscal checks and balances.
  • Completes annual audit schedules by reconciling ledgers, submitting information to auditors, answering questions, and researching inquiries
  • Assists with special projects as required by researching, reconciling and entering information
  • Generates customer invoices and billing schedules, maintains accounts receivable records, and assists with other accounting and bookkeeping duties as needed
  • Collaborates with departments to reconcile Special Fund accounts on a monthly basis
  • Provides banking support to departments, including check inquiries, deposit confirmations, and credit card transaction details

 

Billing & Utility Functions:

  • Processes utility bills, including analyzing meter readings, reviewing consumption activity, and making account adjustments for leaks and sewer charges.
  • Maintains and updates Standard Operating Procedures related to utility billing
  • Attends off-site meetings and training
