JOB SUMMARY

Under the general direction of the Animal Services Manager, provides respectful, courteous, and friendly customer service to all residents, business owners, and property owners while enforcing Town ordinances and ensuring compliance of regulations pertaining to the Animal Control ordinance and the operation of the Animal Shelter.  Candidate displays composure, a helpful attitude, integrity, and professionalism in all circumstances, including stressful and other adverse conditions.  This position will be a leader in the Animal Services Division and work in the field along with the Animal Control Officers.

EDUCATION/TRAINING/EXPERIENCE

  1. High School diploma or G.E.D. 
  2. Current Basic Animal Control Certificate required.
  3. Current Euthanasia Technician Certification preferred.
  4. Two (2) years of verifiable work experience as an Animal Control Officer required.

 

LICENSES OR CERTIFICATES

  1. Valid Texas drivers License
  2. Within one (1) year obtain an Advanced Animal Control Certificate if not currently held.
  3. Able to obtain Euthanasia Technician Certification from the Texas Department of Health within 12 months if not currently held.

 

LANGUAGE SKILLS

  1. Ability to read, write, and speak English fluently. 
  2. Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.
  3. Must have excellent communicative skills, both oral and written, to include spelling, grammar, punctuation, and sentence structure. 

 

ESSENTIAL JOB FUNCTIONS

  1. Supervises Animal Services Officers and shelter staff/volunteers.
  2. Ability to perform all duties of an Animal Services Officer.
  3. Must assist residents in receiving, redeeming, and the adoption of animals at the shelter.
  4. Must be responsive to customers and shelter needs.
  5. Ability to write reports, conducting investigations, and complete related research.
  6. Ability to provide education and awareness to the public.
  7. Shall maintain records and conduct public presentations.
  8. Ability to provide and manage enforcement related services with utmost professionalism, positive attitude, and a customer service mindset.
  9. Enforces animal regulations, rabies control, and licensing requirements.
  10. Patrols the Town and impounds stray, unlicensed, or injured animals.
  11. Once certified, must be able to perform Euthanasia when deemed necessary.
  12. Destroys, in a humane manner, any animal which possess an imminent danger to a person or property; or is injured, sick or diseased beyond recovery or otherwise determined necessary by management.
  13. Enforces Town Animal Control ordinances as well as State and Federal laws regarding animals and cruelty to animals.
  14. Removes deceased animals from roadways.
  15. Operates, inspects, cleans, and reports any problems with department vehicles.
  16. Requires direct handling of wildlife and livestock.
  17. Assists in the disposal of deceased animals.
  18. Investigates animal complaints and reports of animal bites.
  19. Maintains accurate records of Animal Services activities.
  20. Issues citations or files complaints on violations.
  21. Responds to court requests and testifies in court as necessary.
  22. Processes head shipments for rabies testing.
  23. Manages and performs the cleaning and maintaining of animal habitats.
  24. Manages animal adoptions and special events.
  25. Assists in locating lost pets.
  26. Recommends programs, policies, and procedures as necessary.
  27. Coordinates related projects with other Town departments and outside agencies.
  28. Ensures correct preparation and maintenance of reports and records.
  29. Adheres to the personnel, safety, department policies and procedures, and Administrative Orders.
  30. Requires shift work including evenings, weekends, and holidays.
  31. Requires after hour on-call emergency responses on a rotating basis.
  32. Performs other duties as assigned.

  12. Ability to issue citations and violations in accordance with applicable policies and procedures.
  13. Ability to establish and maintain good relationships with supervisors and other personnel.
  14. Demonstrate a willingness to perform duties in a team environment.
  15. Skills coordinating and managing multiple projects and/or assignments.
  16. Must have basic skills in personal computer operations to include Microsoft Office suite.
  17. Must be able to learn and interpret related ordinances and codes and procedures for handling code and ordinance violations.

 

REASONING ABILITY

Must be able to deal effectively, efficiently and in a pleasant manner with distraught and irate citizens; make competent decisions under stress; follow oral and written directives. Have the ability to establish and maintain effective relationships with those contacted in the course of work in person, in writing, and by telephone.

 

PHYSICAL DEMANDS

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to operate various machines and/or equipment; and reach with hands and arms.  The employee frequently is required to talk and hear.  The employee is occasionally required to stoop, kneel, crouch, or crawl.  The employee must be able to push, pull, and lift up to 50 lbs. of signs, equipment, etc.;  work indoors, outdoors, in confined spaces, on level, slippery, sloping, unstable and muddy terrain; work in adverse environmental conditions to include inclement weather, fume, dust/mist, noxious odors, chemical, solid waste substances, animal feces, urine, saliva, and the sight of blood; must be able to be exposed to insects, noxious plants, and snakes, assorted wildlife and vicious animals, and handle livestock; read, write, see, talk, hear, climb, crawl, kneel, run, sit, squat, bend, stand, stoop; and to walk up to 10 miles per day while pursuing animals and carrying equipment.  Able to work evenings and weekends as needed.

 

WORK ENVIRONMENT

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job.  Works in a combination of office and field environment.  Position requires work indoors, underground, outdoors, in confined spaces, in trenches, on level, slippery, sloping, and unstable and muddy terrain; and work in adverse environmental conditions to include inclement weather, hazardous conditions including mechanical, electrical, fume odor, dust/mist, chemical, and toxic waste hazards and other solid waste substances and exposure to insects, noxious plants, snakes, etc.
