JOB SUMMARY
Under general supervision of the Fire Chief/Emergency Management Coordinator, performs work assisting with the coordination and direction of emergency management, fire and hazardous materials programs.   Work involves developing and coordinating plans for emergency and disaster response preparedness, training, and operations.  Responsible for assisting Emergency Management Coordinator in conducting and coordinating various disasters planning exercises, and preparing and submitting of a variety of reports and records as required by state and federal agencies.   Assists with grant proposals and documentation.  Maintains and updates Emergency Management SOP and Policy and Procedure documents.  Ability to advise, coordinate and direct activities of a large number of emergency services personnel during emergency situations.
 
EDUCATION/TRAINING/EXPERIENCE
High school diploma or GED required.  Enrolled in an undergraduate program in a related field such as emergency management or public administration or a combination of formal training and closely related job experience equivalent to two years of college. Associates degree or Bachelor degree in a related field such as emergency management is preferred.
 
LICENSES OR CERTIFICATES
1.             Must be bondable.
2.             Eligible for a Class B Exempt Texas Drivers License

1.             Ability to read, write, and speak English fluently. 
2.             Ability to respond to common inquiries or complaints from citizens, regulatory agencies or authorities, and members of the local business community.

PHYSICAL DEMANDS
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, pulling, lifting, talking, hearing, and perform repetitive motions. Must be able to perform medium work exerting up to 80 pounds of force occasionally, 40 pounds frequently, and 25 pounds of force constantly.  Must possess the visual acuity to perform accounting, computer work, and extensive reading in addition to operating vehicles and equipment. Subject to hazards of fire scenes including working in both inside and outside environments, including all types of weather conditions, and exposure to smoke and high heat. Work may be in high areas or in close quarters. Possible exposure to electrical current, chemicals, and blood-born pathogens.
 
WORK ENVIRONMENT               
The work environment characteristics described herein are representative of those encountered while performing the essential functions of this job.  The job is primarily an office environment, however, also incorporates a field environment where you may encounter dangerous environments including, but not limited to, atmospheres containing extreme heat, driving under stressful situations, rescue incidents involving dangerous situations or emergency medical incidents where one could be exposed to communicable diseases.
 
ESSENTIAL JOB FUNCTIONS                   
  1.           Prepare emergency management plans and documents as required by state law.
  2.           Advise emergency services personnel of changes in federal, state and local laws governing emergency services.
  3.           Research and prepare grant proposals for available funding for new and continuing programs and projects. Maintain files of grant sources and supporting data.
  4.           Create and implement education programs to inform public of proper response to emergency situations and of various services of emergency management programs.
  5.           Complete reports and maintains records for Emergency Management Coordinator.
  6.           Respond to emergencies to perform emergency service related work.
  7.           Provide assistance to fire department personnel and emergency management officials as required.
  8.           Perform other related work as required or assigned.
  9.           Attend seminars, conferences, workshops, classes, lectures, etc. to enhance and maintain knowledge of trends and developments in the field of emergency management.
10.          Attend association and professional meetings, and otherwise maintain contacts with emergency management professionals to facilitate exchange of information.
