JOB SUMMARY

 

Under the general direction of the Community Integrity Supervisor, provides respectful, courteous, and friendly customer service to all residents, business owners, and property owners while ensuring compliance with the Town’s  ordinances and regulations pertaining to the ordinance, zoning ordinance, property maintenance code, building code, sign code, health code, and other areas under the jurisdiction of the Development Services Department.  Candidate displays composure, a helpful attitude, integrity, and professionalism in all circumstances, including stressful and other adverse conditions.  Primary duties include Community Integrity duties (both residential and commercial) including but not limited to:  inspecting rental properties, property maintenance inspections, and development related assignments.  Activities include responding to complaints, writing reports, conducting investigations, research, providing staff support on substandard structure cases, providing education and awareness to the public, maintaining records, public presentations, general office duties, and other duties as assigned, all in conformance with State and Town law. EDUCATION/TRAINING/EXPERIENCE

High School Diploma or General Equivalency Diploma (GED) is required.  One or more years of code enforcement, building inspections.

 

LICENSES OR CERTIFICATES

  1. Must be bondable.
  2. Code Enforcement Officer Certification preferred.
  3. Completion of TEEX Code Enforcement Course and Certification, or the ability to complete within one year of employment.
  4. Must have a valid Texas Driver's License and driving record must be in compliance with Town policy.

 

LANGUAGE SKILLS

  1. Ability to read, write, and speak English fluently. 
  2. Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.
  3. Must have excellent communicative skills, both oral and written, to include spelling, grammar, punctuation, and sentence structure. 
  4. Bilingual communicative skills are preferred

 

OTHER SKILLS & ABILITIES

  1. Ability to establish and meet deadlines.
  2. Self-motivated.
  3. Ability to establish and maintain good relationships with supervisors and other personnel.
  4. Demonstrate a willingness to perform duties in a team environment.
  5. Skills coordinating and managing multiple projects and/or assignments.
  6. Must have basic skills in personal computer operations to include Microsoft Office suite. 
  7. Must be able to learn and interpret related ordinances and codes and procedures for handling code and ordinance violations.
  8. Health and rental inspection experienced preferred.

PHYSICAL DEMANDS

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to operate various machines and/or equipment; and reach with hands and arms.  The employee frequently is required to talk and hear.  The employee is occasionally required to stoop, kneel, crouch, or crawl.  The employee must be able to push, pull, and lift up to 50 lbs. of signs, equipment, etc.; walk, bend, stoop, reach, kneel, stoop, bend, twist, climb, see, talk, hear, and write Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

 

WORK ENVIRONMENT               

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job.  Works in a combination of office and field environment.  Position requires work indoors, outdoors, in trenches, on level, slippery, sloping, and unstable and muddy terrain; and work in adverse environmental conditions to include inclement weather, hazardous conditions including mechanical, electrical, fume odor, dust/mist, chemical, and toxic waste hazards.

 

ESSENTIAL JOB FUNCTIONS                   

  1. Ability to provide enforcement related services with utmost professionalism, positive attitude, and a customer service mindset.
  2. Patrols Town and investigates code and ordinance violations and enforces codes with impartiality and efficiency in regard to Development Services.
  3. Maintains a record of rental inspections and investigations conducted and actions taken in regard to Development Services.
  4. Inspects rental properties in relation to the rental registration program.
  5. Enforces the zoning ordinance, sign code, building code, property maintenance code.
  6. Manages substandard structure cases.
  7. Enforces the annual registration programs relating to alcohol sales, in-home daycares, commercial sites, health permits, and rental dwellings.
  8. Responds, orally and in writing, to requests for code interpretation and application from contractors and property owners.
  9. Prepares and maintains accurate records, compiles data and reports; utilizes information as witness for prosecution in court cases; and prepares, processes and issues notices or citations for violations of applicable codes, regulations or laws and follows through with appropriate actions.
  10. Coordinates related projects with other Town departments and outside agencies.
  11. Identifies faulty or hazardous conditions created by deterioration or misapplication of regulations.
  12. Adheres to personnel, safety, and departmental rules and regulations.
  13. Informs supervisor of all work-related activities.
  14. Assists other co-workers as needed.
  15. Performs other duties as assigned.
