JOB SUMMARY

Under direct supervision, the purpose of the position is to manage a crew primarily in the maintenance, construction, and repair of the Town’s curbs, gutters, inlets, outfalls, debris-separators, storm-water, manholes, ditches, drainage systems, and other related public infrastructure. Employees in this class exercise appropriate safety precautions when operating assigned equipment to ensure personal, public, and personnel safety. Position is responsible working independently or as part of a work crew, depending on nature of assigned tasks. The employee performs related work as directed. The candidate must be highly motivated and strive for success by demonstrating Little Elm’s Core Values of Integrity, Customer Service, Efficiency, and Innovation.

 

EDUCATION/TRAINING/EXPERIENCE

High School Diploma/GED

Eight (8) years equipment operations experience or a heavy equipment operator license

Three (3) years’ experience in a municipal setting

Three (3) years previous supervisory experience

 

LICENSES OR CERTIFICATES

1.             Must be bondable.

2.             Texas Driver’s License – must have a Class A Commercial Driver’s License (“CDL”).

 

LANGUAGE SKILLS

1.             Ability to read, write, and speak English fluently.

2.             Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members  of the local business community.

 

OTHER SKILLS & ABILITIES

1.             Ability to establish and meet deadlines.

2.             Self-motivated.

3.             Ability to establish and maintain positive relationships with supervisors and other personnel.

4.             Demonstrate a willingness to perform duties in a team environment.

5.             Knowledge and skill in the use of a computer.

6.             Skills coordinating and managing multiple projects and/or assignments.

7.             Candidate must have the ability to communicate effectively with city staff, supervisors, residents, and vendors. 

8.             Must have the ability to perform tasks under pressure, with short deadlines and the ability to work overtime and flexible hours as necessary.

9.             Must have the ability to participate in the development and administration of division goals, objectives and procedures.

10.           Experience in prioritizing, planning, and scheduling, works independently in the absence of specific instructions or supervision.

11.           Use tact and diplomacy with public, and maintain effective working relationships with co-workers.

12.           Must possess strong organization skills and be entrepreneurial, energetic, and imaginative. 

13.           Good verbal and written communications skills are essential. 

14.           Skilled in the use of a variety of machines, including, but not limited to, power tools, heavy excavation equipment, radio, personal computers, telephone, calculators, facsimile machine, copiers and smart devices such as phones or tablets.

PHYSICAL DEMANDS

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to operate various machines, drive vehicles and/or equipment; and reach with hands and arms.  The employee frequently is required to talk and hear.  The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to (80) eighty pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

 

WORK ENVIRONMENT  

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Outdoor environment; exposure to conditions of construction and Public Works project sites including loud noises, dust, heavy vehicles and equipment; exposure to inclement weather; exposure to traffic and other hazards while conducting field inspections; exposure to moving vehicles and equipment, slippery surfaces, and other related conditions.

 

ESSENTIAL JOB FUNCTIONS      
1.             Under direct supervision, this position manages, leads, and monitors quantity and quality of a crew which cleans, repairs, and maintains curbs, gutters, inlets, outfalls, debris-separators, storm-water, manholes, ditches, drainage systems, and other related public infrastructure.

2.             Makes sure that material and equipment is on hand and available for tasks assigned to work crews.

3.             May at times operate various equipment to clean storm-water structures; lay pipelines and repair manholes; cuts brush and mows high grass and weeds; picks up litter and debris; cleans in and around storm-water structures.

4.             Works safely when working in close proximity to high-speed vehicle traffic areas; along medians, right of ways.

5.             Loads and unloads supplies, equipment, and tools, etc., on and off of vehicles and equipment.

6.             Trains other employees in operating, repairing, and safely operating construction equipment.

7.             Identifies and informs supervisor of potential hazards, liability exposures, problem areas, inquiries of the general  public, and the status of work activities.

8.             Coordinates daily inspections and preventative maintenance measures of vehicles, equipment, and tools such as checking fluid levels, cleaning, checking safe and proper operation, and servicing.

9.             Adheres to departmental, personnel and safety rules and regulations.

10.           Writes reports and logs work orders

10.           Ensures work zones are set properly and is safe at all times.

11.           Coordinates job assignments and equipment for storm-water utility systems maintenance and repair on a daily basis.

12.           Ensures the Town’s equipment, tools, and infrastructure is used in a safe manner.

13.           Ensures staff is trained on the appropriate usage of the Town’s equipment, tools, and infrastructure.

14.           Checks and monitors the Town’s storm-water infrastructure system for optimum operation.
