JOB SUMMARY

Under general direction of the Utilities Manager, performs skilled labor tasks in the maintenance of the Town’s water utilities system for the Public Works Department; tests, maintains and repairs lift and pump stations in accordance with all safety regulations and procedures. The candidate must be highly motivated and strive for success by demonstrating Little Elm’s Core Values of Integrity, Customer Service, Efficiency, and Innovation.

 

EDUCATION/TRAINING/EXPERIENCE

  • High School Diploma or G.E.D.
  • Three (3) years of water utilities experience is required.
  • Two (2) years of experience in process mechanics, trouble shooting, installation and repair

 

LICENSES OR CERTIFICATES

  • Must possess a Class “C” Water Distribution License from TCEQ, or ability to obtain within three (3) years.
  • Must Possess a Collections 2 or C Wastewater Treatment License, or ability to obtain within three (3) years.

 

OTHER SKILLS & ABILITIES

  1. Principles and methods of maintenance of water and wastewater stations and components.
  2. Methods and procedures used to test, maintain and repair electrical and mechanical components.
  3. Maintenance and repair standards for water and wastewater utility equipment.
  4. Proper use and storage procedures for hazardous chemicals used in the workplace.
  5. Knowledge of occupational hazards and safety precautions.
  6. Diagnosing equipment malfunctions and repairing mechanical and electrical components.
  7. Following and maintaining safety standards.
  8. Maintain and repair electrical hardware such as motor controllers, switch gear, etc.
  9. Install electrical and electronic conduit, wiring, and controllers.
  10. Install SCADA and security systems, as well as transmitters, receivers, panel meters and recorders.
  11. Ability to read, and understand technical manuals, specifications, drawings, and blueprints.
  12. Ability to operate computer and perform basic mathematical calculations.
  13. Experience in prioritizing, planning, and scheduling, works independently in the absence of specific instructions or supervision.
  14. Must have the ability to perform tasks under pressure, with short deadlines and the ability to work overtime and flexible hours as necessary.
  15. Candidate must have the ability to communicate effectively with city staff, supervisors, residents, and vendors.
  16. Skills coordinating and managing multiple projects and/or assignments

ENVIRONMENTAL FACTORS AND CONDITIONS/PHYSICAL REQUIREMENTS

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job.

  1. Work is performed primarily outdoors, construction and treatment facility environments.
  2. May be subject to repetitive motion such as typing, data entry and vision to monitor.
  3. May be subject to walking on uneven or unstable terrain, occasional standing, bending, reaching, kneeling or lifting such as when reviewing plans, specifications and conducting inspections.
  4. May be subject to operating heavy equipment and power tools.
  5. May be subject to working extended hours and responding to emergencies on an on call basis.
  6. May be subject to exposure to extreme weather conditions, hazardous chemicals and fumes, infectious diseases, air and water borne pathogens, poisonous insects and wild animals common to water, wastewater and underground utilities.  
  7. Must be able to lift up to 50 pounds.

 

ESSENTIAL JOB FUNCTIONS                   

  1. Performs skilled labor tasks to maintain the Town's water utility system and components; inspects and maintains water pump stations and wastewater lift stations and verifies system operations meet Texas Commission on Environmental Quality (TCEQ) standards.
  2. Performs system maintenance and repairs within the scope of authority and following all safety regulations and procedures, reports safety hazards, equipment problems, and emergency situations.
  3. Inspects lift and pump stations for proper functionality; inspects and repairs mechanical and electrical components, pumps, and valves.
  4. Operates and maintains various specialized tools and equipment; assists with maintenance work on tools and equipment.
  5. Diagnoses equipment malfunctions and repairs mechanical and electrical components.
  6. Install, maintain, calibrate and repair low, medium and high voltage electrical motor controls, electrical systems and pumps & motors for the water distribution and wastewater collection systems.
  7. Maintain and repair electrical hardware such as motor controllers, switch gear, etc.
  8. Monitors the operation of Supervisory Control and Data Acquisition (SCADA) automated computer operation control system for water collection and distribution.
  9. Conducts ongoing field inspections of water pumps, motors, and to monitor the maintenance and replacement of equipment or new construction requirements.
  10. Maintain system components and monitor lifecycle replacement schedule and backup components for emergency replacement.
  11. Knowledge or inventory control and purchasing procedures for water equipment, materials, parts and supplies.  Maintain divisions various inventories.

 

OTHER IMPORTANT DUTIES

  1. Ensuring all operations are performed in compliance with industry safety standards (OSHA).
  2. Performs other related duties as assigned.
  3. Regular and consistent attendance for the assigned work hours is essential.

 

EQUIPMENT AND TOOLS UTILIZED

Equipment utilized includes electrical diagnostic equipment, confined space safety equipment, basic hand tools, power tools calculator, 2-way radio, cellular telephone, heavy equipment, and department vehicles.
