JOB SUMMARY

Under the general supervision of Chief Plans Examiner this position provides customer service at the permit counter, accepts and reviews applications, reviews permits, tracks status of ongoing cases, calculates fees, issues over-the-counter permits, and provides procedural and policy information to the public. Also receives complaints from the general public.  The candidate must be highly motivated and strive for success by demonstrating Little Elm’s Core Values of Integrity, Customer Service, Efficiency, and Innovation.

 

EDUCATION/TRAINING/EXPERIENCE

  1. High school diploma or GED is required; Bachelor’s degree is preferred. 
  2. Four (4) years related office, counter, and/or customer service experience required, or combination of education/experience.  
  3. Must pass a pre-employment drug screen and criminal background check.

 

LICENSES OR CERTIFICATES

  1. Must be bondable.
  2. Permit Technician certification or acquire it in one year of employment.

 

LANGUAGE SKILLS

  1. Ability to read, write, and speak English fluently.
  2. Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.
  3. Strong written and oral communication skills are essential.

 

OTHER SKILLS & ABILITIES

  1. Ability to establish and meet deadlines.
  2. Self-motivated.
  3. Ability to establish and maintain good relationships with supervisors and other personnel.
  4. Demonstrate a willingness to perform duties in a team environment.
  5. Knowledge of math skills sufficient to calculate simple geometric areas, volumes, and ratios.
  6. Knowledge and skill in the use of a computer including Microsoft Office:  Word, Excel, PowerPoint, and other office-oriented software.
  7. Skills coordinating and managing multiple projects and/or assignments.
  8. Excellent customer service skills. Ability to effectively communicate and interact with supervisors, other employees, government officials, and the general public.
  9. Mathematical skills are required to make change for monetary exchanges.
  10. Knowledge of web-based internet programs.
  11. Use tact and diplomacy with public, and maintain effective working relationships with co-workers.
  12. Data entry and file set-up.
  13. Ability to read and interpret residential plans.
  14. Knowledge of the zoning code and other applicable codes and ordinances.

 

REASONING ABILITY

  1. Ability to interpret a variety of instructions furnished by management in written, oral, diagram, or schedule form.
  2. Ability to comprehend complex policies, procedures, regulations, organizational structures etc. in a short time frame.
  3. Ability to apply town ordinances and adopted building codes to residential plan review.

 

PHYSICAL DEMANDS

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this job, the employee is regularly required to move around the office; sit at a desk and use hands to operate various machines and/or equipment; and reach with hands and arms.  The employee frequently is required to talk and hear.  The employee must occasionally move up to 10 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

 

WORK ENVIRONMENT               

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job.  Works primarily in an office environment.

 

ESSENTIAL JOB FUNCTIONS                   

  1. Reviews all plans for completeness of submittal.           
  2. Reviews and approves residential dwelling unit plans, fence, patio, driveway approach, and irrigation submittals for completeness and permit issuance.
  3. Reviews other plans as directed by the Chief Plans Examiner.
  4. Screens all permit applications, issues permits, maintain records of permit activities and responds to questions from Architect, Engineers, Contractors, property owners, and citizens regarding permit activities.  
  5. Determines appropriate fees and collects monies for permits and contractor registration. 
  6. Reviews and tracks Changes of Occupancy.  
  7. Assist contractors and citizens with request for information regarding Department procedures and Town of Little Elm ordinances and provides copies of requested documents.
  8. Maintains record keeping and permitting software and assists users with software.
  9. Pay bills for expenditures, type forms, charts, statements, and various legal documents as required.
  10. Compose general correspondence related to responsibilities assigned.
  11. Produces brochures and other informational material for the Department.
  12. Orders departmental supplies.
  13. Assists with the development of Monthly and Annual Development Reports.
  14. Receives and distributes plans and plan comments.
  15. Initiates and maintains a variety of files and records for information related to the Development Services Department.
  16. Ensures data on the Building Safety web pages are updated.
  17. Travels off site to attend meetings and training.
  18. Performs administrative duties for Rental Inspections, Alcohol Permits, Home Based Day Care registration and other similar registration requirements.
  19. Performs administrative duties relating to Septic permitting.
  20. Performs administrative duties related to Health Permits.
  21. Perform research, compile, and analyze data for special projects and reports as directed by the Director.
  22. Interact effectively with town department heads and staff.
  23. Performs other duties as assigned.
