JOB SUMMARY
Under direction of the Public Works Director Serves as Senior Administrative Assistant to the Public Works Department performs varied responsible, confidential, and complex administrative duties. Must be able to communicate effectively and courteously in person, in writing, through e-mail and over the telephone to refer or respond to inquiries appropriately with the public and other town employees. Must be able to take lead of program and projects as assigned.
 
EDUCATION/TRAINING/EXPERIENCE
High School diploma or equivalent;
College degree from accredited university, trade school, or related technical institute preferred;
Four (4) years related office and/or project lead experience.
 
LICENSES OR CERTIFICATES
1.            Must be bondable.
2.            Valid Texas Operator’s Driver’s License
3.            Preference to being a Notary
 
LANGUAGE SKILLS
  1. Ability to read, write, and speak English fluently.
  2. Ability to respond to common and sometimes complex inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.
  3. Good verbal and written communication skills are essential. 
 
 
OTHER SKILLS & ABILITIES
  1. Ability to establish and meet deadlines.
  2. Self-motivated.
  3. Ability to establish and maintain good relationships with supervisors and other personnel.
  4. Demonstrate a willingness to perform duties in a team environment, but have the ability to work individually.
  5. Knowledge and skill in the use of a computer including Microsoft Office Suite: Word, Excel, PowerPoint, and other office-oriented software. 
  6. Skills coordinating and managing multiple projects and/or assignments in a high stress environment.
  7. Needs to have comprehensive knowledge of office administration principles and practices. 
  8. Judgment is required both in interpreting established policies, goals, and objectives, and in applying concepts, plans, and strategies that may deviate from traditional methods and practices. 
  9. Ability to perform tasks under pressure with short deadlines. 
  10. Ability to type 80 words per minute. 
  11. Use tact and diplomacy with public, and maintain effective working relationships with co-workers. 
  12. Must possess strong organizational skills and be entrepreneurial energetic, and imaginative. 
  13. Skilled in the use of a variety of machines, including, but not limited to, personal computers, telephone, calculators, facsimile machine and copiers. 
  14. Data entry and file set-up/maintenance
 
REASONING ABILITY
  1. Ability to interpret a variety of instructions furnished by management in written, oral, diagram, or schedule form.
  2. Experience in prioritizing, planning, and scheduling, works independently in the absence of specific instructions or supervision. 
  3. Ability to comprehend complex policies, procedures, regulations, organizational structures etc. in a short time frame.

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to operate various machines and/or equipment; and reach with hands and arms.  The employee frequently is required to talk and hear.  The employee is occasionally required to stoop and kneel.  The employee must occasionally lift and/or move up to 10 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
 
WORK ENVIRONMENT            
The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job.  Primarily office environment.
 
ESSENTIAL JOB FUNCTIONS  
 
  1. Performs executive administrative assistant functions. 
  2. Prioritize heavy work load effectively; relay instruction, information and decisions from the Public Works Director’s office as directed
  3. Make effective decisions without constant supervision. 
  4. Assist the public, by telephone or in person, with questions requiring knowledge of policies and procedures. 
  5. Receive, respond to and resolve difficult and sensitive citizen inquires and complaints. 
  6. Perform research, compile, and analyze data for special projects and reports as directed by the Public Works Director, along with interacting effectively with town department heads. 
  7. Type and proofread a wide variety of reports, letters, memos and statistical charts. 
  8. Compose general correspondence related to responsibilities assigned. 
  9. Pay bills for expenditures, type forms, charts, statements, and various legal documents as required. 
  10. Order and maintain office supplies, contact suppliers as needed.  Maintain related records. 
  11. Arrange appointments, meetings, airline reservations and hotel accommodations for out of town travel. 
  12. Perform special assignments as requested by the Public Works Director and other related duties as assigned. 
  13. Initiate and maintain a variety of files and records for information related to the Public Works Director or other departments assigned. 
  14. Be an effective liaison between the Public Works Director and Public Works Department with other Department Heads and Departments.
  15. Help support Public Works Department Managers, Supervisors and staff when needed.
  16. Keep Director informed of current issues and or developments that may occur within the organization.
  17. Promote a team mentality.
