Description
JOB SUMMARY
Under administrative direction of the Director of Development Services, plans and coordinates engineering activities for the Town including design and construction of land development and projects, construction inspection services, infrastructure improvements, traffic studies, flood plain administration, and impact fee administration.
 
EDUCATION/TRAINING/EXPERIENCE
Bachelor’s degree of Civil Engineering is required. Must be a Registered Texas Professional Engineer. Five or more years of experience in Engineering and Management. Municipal work experience is preferred.
 
LICENSES OR CERTIFICATES
1.            Must be bondable.
2.            Valid State of Texas Drivers License
3.            Bachelor’s degree in Civil Engineering
4.            Texas Registered Professional Engineer License

1.            Ability to read, writes, and speaks English fluently.
2.            Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.

WORK ENVIRONMENT             
The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Office conditions; outdoor environment; exposure to conditions of construction and Public Works project sites including loud noises, dust, heavy vehicles and equipment; exposure to inclement weather; exposure to traffic and other hazards while conducting field inspections; exposure to moving vehicles and equipment, slippery surfaces, and other related conditions.
 
ESSENTIAL JOB FUNCTIONS
                            
  1. Reviews construction plans by analyzing, calculating, and checking engineering drawings for conformance with Town standards.
  2. Reviews, analyzes, and prepares comments to Development Review Committee for new zoning, development plans, plats, and site plans.             
  3. Oversees preconstruction conferences in order to analyze problem areas and accept new subdivisions.
  4. Responds to and resolves inquires by the general public, developers, and organizations on specific engineering projects.
  5. Performs engineering studies and analyses to resolve issues arising in the areas of traffic, school zones, flood plain interpretation, and long range planning.
  6. Executes personnel related managerial and supervisory functions to include hiring, training, delegating work assignments, evaluating, counseling, disciplining, and other related tasks.
  7. Represents Town at regional and area meetings and attends professional development workshops to keep abreast of trends and developments in the field of municipal engineering.
  8. Responsible for the administration of the Town’s Subdivision Ordinance
  9. Confers with property owners, developers, and registered surveyors on the preparation of subdivisions. 
  10. Review and comment on proposed subdivision plats. 
  11. Interprets development related ordinances.
  12. Develops, updates, maintains and implements the Town’s plans for water, sewer, drainage, and streets, to insure adequate infrastructure to provide quality services.
