JOB SUMMARY

Under the supervision of the Assistant Finance Director, the Sr. Financial Analyst provides will be research and financial analysis, oversight for special projects, and financial policy recommendations to management. Provides general assistance as required in operation of business area of the Town government.  The candidate must be highly motivated and strive for success by demonstrating Little Elm’s Core Values of Integrity, Customer Service, Efficiency and Innovation.

 

EDUCATION/TRAINING/EXPERIENCE

Bachelor’s degree from an accredited college or university with major course work in public administration, finance, business or a related field. Minimum of three years of responsible experience in public administration, auditing, banking, accounting, or finance is preferred. A combination of related job experience and education may substitute for a bachelor’s degree. Strong interpersonal skills required, with ability to form and maintain effective working relationships with peers. Must have: good analytical and problem solving skills; good knowledge of municipal operations and organizational structures. Skill required in use of computer and finance-related software.

 

LICENSES OR CERTIFICATES

  1. Must possess a valid Texas Drivers License.
  2. Certified Government Finance Officer (CGFO) or similarly related professional designation is preferred but not required.

 

LANGUAGE SKILLS

1.             Ability to read, write, and speak fluently. 
2.             Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.
3.             Ability to effectively present information to top management.

9.             Skilled in the use of a variety of machines; including, but not limited to, personal computers, telephone, calculators, facsimile machine and copier.

10.          Skill in communicating ideas to all types of individuals orally and in writing.

11.          Demonstrated ability to problem solve and provide solutions.

12.          Ability to research, analyze and prepare statistical statements and reports accurately.

13.          Ability to provide superior internal and external customer service.

14.          Ability to maintain regular and punctual attendance.

PHYSICAL DEMANDS

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to operate various machines and/or equipment; and reach with hands and arms.  The employee frequently is required to talk and hear.  The employee is occasionally required to stoop, kneel, crouch, or crawl.  The employee must occasionally lift and/or move up to twenty-five (25) pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

 

WORK ENVIRONMENT               

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job.  Primarily conducts daily functions in an office environment. 

 

ESSENTIAL JOB FUNCTIONS                   

  1. Assists in recording, reconciling and reporting all financial activity relate to public improvement districts and tax increment reinvestment zones.
  2. Assists in preparing the proposed and adopted budgets, CAFR, and long-term plan.
  3. Assists in the development and ongoing support of Capital Project budgets.
  4. Provides technical support to multiple departments; answers questions regarding expenditure forecasting and provides training assistance with the budget process.
  5. Serves as liaison to the utility fund capital improvement program and vehicle/ equipment replacement program.
  6. Assists in monitoring City franchise agreements and handling all correspondence for agreements.
  7. Assists in organizing and analyzing performance measurement and cost allocation plan data.
  8. Performs a variety of delegated research tasks and projects, documents findings, prepares reports, graphs, charts, and other illustrative materials as required.
  9. Interacts with various governmental agencies in order to obtain financial, legislative and statistical information.
  10. Performs related special task work as directed by the Assistant Finance Director.
