JOB SUMMARY

 

Under supervision of the Street Division Supervisor, the purpose of the position is to fabricate, install, repair and maintain all types of electronic signs such as RRFB flashers, school zone crosswalk beacons, warning and regulatory signs, traffic markings, and Town owned street lights in accordance with Town, State, and Federal standards. Assists with setting up controllers and installing vehicle detection systems, communication equipment and other traffic signal equipment. Required to remove debris, fallen trees and limbs; replace street signs during or after hazardous weather or other emergencies.  Essential employees in this class exercise appropriate safety precautions when operating assigned equipment to ensure personal, public, and personnel safety. Position is responsible for working independently or as part of a work crew, depending on nature of assigned tasks.  Position requires employee to perform emergency and on-call duty.  The employee performs related work as directed and provides assistance to the Street Division as directed. EDUCATION/TRAINING/EXPERIENCE

  • High school diploma or GED
  • Completion of technical, vocational, or college coursework in electronics or electrical engineering; or,
  • experience in the installation and repair of electric or electronic control devices; or,
  • A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

 

LICENSES OR CERTIFICATES

  • Must have IMSA Work Zone Safety (equivalent TEEX or UT Arlington course certifications will be considered)
  • Must have IMSA Certification in Signs & Pavement Markings Tech Level 1 (equivalent TEEX or UT Arlington course certifications will be considered)
  • Must have IMSA Level I Certification in Traffic Signals or the ability to obtain within 24 months of date of hire (equivalent TEEX or UT Arlington course certifications will be considered)
  • Must possess a State of Texas Class A CDL Driver’s License

  10. Skilled in the use of a variety of machines, including, but not limited to, radio, personal computers, laptops, telephone, calculators, facsimile machine, copiers and smartphones.
  11. Ability to establish and maintain good relationships with supervisors and other personnel as well as a willingness to perform duties in a team environment

PHYSICAL DEMANDS

 

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this job, the employee is regularly required to perform duties inside a bucket truck up to 80’ off the ground; stand; walk; sit; use hands to operate various machines, drive vehicles and/or equipment; and reach with hands and arms.  The employee frequently is required to talk and hear.  The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to (80) eighty pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

 

WORK ENVIRONMENT            

 

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Work is performed in a standard office environment, and field environment at work sites. Work schedule may include after hours, weekends and holidays. Must be able to respond to after hour emergencies as needed. Work rotating and rotating on-call duty as required.

ESSENTIAL JOB FUNCTIONS  

 

  1. Evaluating basic programming and electrical repairs needed for street signs, street lights, street light control boxes, crosswalk flashers, school zone flasher troubleshooting and maintenance matters and developing recommendations based on findings.             
  2. Knowledge and ability to follow Town policies and procedures.
  3. Knowledge of pertinent federal state and local laws and ordinances pertaining to roadway lighting and traffic signal operations.
  4. Knowledge of the common principles, practices, equipment, materials and methods used in the installation and maintenance of traffic control devices.  (i.e. pouring concrete bases to Town Standards or better)
  5. Knowledge of electrical codes, electronic circuits and circuit logic.
  6. Knowledge of TxDOT work zone safety requirements and procedures.
  7. Knowledge of the Manual of Uniform Traffic Control Devices.
  8. Knowledge of traffic control sign, pavement marking, and guardrail maintenance, repair, and construction methods and practices.
  9. Knowledge of occupational safety and health rules, regulations, practices and procedures.
  10. Knowledge of computers and computer related software.
  11. Skill in reading blueprints or diagrams.
  12. Skill in troubleshooting and resolving electronics related problems.
  13. Skill in basic mathematical calculations.
  14. Skill in planning and coordinating work site activities.  Sets out work zone for job site in accordance with the TMUTCD and MUTCD.  Constructs and installs traffic barricades at appropriate locations.
  15. Ability to change ballast, capacitors, bulbs, and fuses in roadway lighting.
  16. Ability to work with voltages that vary 120/240, 240/480 & straight 480.
  17. Trims trees that obstruct traffic control signage and cleans work sites and restores landscaping to original condition upon completion of all projects
  18. Ability to maintain accurate and complete records.  Completes daily reports on all field activities, dispatched calls, work orders, service request and provides information for cost analysis reports utilizing MyGov computer work order system or other applicable software systems.
  19. Performs layout procedures for pavement markings such as thermoplastic, paint, buttons; including preparation work such as grinding and sealer application; and applies to roadways using epoxy, approved adhesives, or applicable markings equipment.
  20. Programs and installs message boards, traffic counters and analyzers, and performs traffic movement counts utilizing hand counter or other hardware and software as necessary.
  21. Identifies and reports visibility obstructions that pose traffic hazards. 
  22. Maintains stock levels on trucks and in shop per the supervisor’s direction and restocks as necessary.
  23. Maintains an inventory of maintenance and operational supplies, tools, equipment, etc., and services on a routine basis.
  24. Performs vehicle inspection and preventative maintenance of vehicle and equipment.
  25. Informs supervisor of potential hazards, problem areas, citizen inquires, and all work activities.
  26. Adheres to personnel, safety, and departmental policies and procedures.
  27. Required to assist with all special events in the areas of traffic control.
  28. Candidate will be required to be on-call during certain periods including Winter Operation activities or any event requiring Essential Personnel such as street sanding or brining and respond to work orders and requests after hours and on weekends when on-call.
  29. Performs other duties as assigned.
