JOB SUMMARY
As a member of the Utility Division within the Public Works Department for the Town of Little Elm, this role involves a variety of tasks to ensure the efficient operation of the water metering system. Responsibilities encompass installing, replacing, and repairing water meter connections and boxes as required. Additionally, participation in meter reading processes, including data transfers, collection, and analysis, is essential. This role entails reporting and tracking meter consumption and maintaining work orders to ensure completion. Key duties also involve reading water meters, addressing work orders generated by Utility Billing and Public Works, and submitting all necessary changeout documentation to the Utility Supervisor. Furthermore, the position entails managing inventory of water meters and related components, along with recommending replacements to the Utility Supervisor. Maintenance and updating of meter software on laptops and associated equipment are part of the role, including troubleshooting software issues as needed by communicating with Master Meter or Financial Management System. Day-to-day operations pertaining to the Town’s water metering system are central to this role, including utility cutoffs/turn-ons, investigating meter leaks, and setting meter boxes or adjusting their levels as required. EDUCATION/TRAINING/EXPERIENCE
High school diploma or GED; with twenty-four (24) months of previous experience with water utilities or meter operations; or an equivalent combination of education, training, and experience. Class “C” water distribution certification from the Texas Commission on Environmental Quality is preferred.
LICENSES OR CERTIFICATES
- Valid Texas Driver’s License – Class C

- Skilled in the use of a variety of machines, including, but not limited to, radio, personal computers, telephone, calculators, facsimile machine and copiers.

PHYSICAL DEMANDS

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
WORK ENVIRONMENT
The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Outdoor environment; exposure to conditions of construction and Public Works project sites including loud noises, dust, heavy vehicles and equipment; exposure to inclement weather; exposure to traffic and other hazards while conducting field inspections; exposure to moving vehicles and equipment, slippery surfaces, and other related conditions.

ESSENTIAL JOB FUNCTIONS
- Installs Meters for new services as required.
- Read Water Meters; including by manual observation and electronic systems
- Ability to maintain and troubleshoot the functionality of the meter reading system (including radio towers and software).
- Trained on the appropriate usage of town’s equipment, tools and infrastructure.
- Complete and update all records pertaining to meter change out documentation on the customer’s account.
- Track meters inventory, maintain adequate inventory to meet the town’s needs.
- Maintain storeroom of meter stock items and parts as well as receive stock ordered. Monitor the return and replacement of warrantied equipment.
- Ability to establish and maintain good relationships with supervisor and other Town personnel.
- Maintains, oversees, updates, all meter reading equipment; including computer laptops, software, and all other associated equipment.
- Communicates with Master Meter or Financial Management System to trouble shoot equipment failures related to meters, electronic reading equipment, and reading software.
- Perform necessary tasks to ensure monthly meter reading, rereads, service work orders, service disconnects, and all other meter service functions are completed with accuracy and punctuality.
- Ability to establish and meet strict deadlines; work well under pressure; plan, organize and meet departmental needs.
- Ability to download/upload meter readings into Financial Management System monthly. Ensure the integrity of readings for monthly billing.
- Ability to communicate with public and other departments relating to the accuracy of reports and readings. Investigate and resolve customer inquiries.
- Ability to run, analyze and interpret random reports in the utility system related to the meters on a routine basis. Provide adhoc reports as needed.
- Collaboration with Supervisor/Crew Leader of crews for accuracy and timely disconnection and restoration of services.
