JOB SUMMARY

Under the supervision of the CFO, the Budget/Performance Specialist provides fully proficient, professional budgeting and management analysis work such as assisting with the annual budget and multi-year budgeting, assisting with cost allocation plans, and coordinating Performance Management Plan maintenance and reporting. Provides general assistance as required in operation of business area of the Town government. EDUCATION/TRAINING/EXPERIENCE

Bachelor’s degree from an accredited college or university with major course work in public administration, finance, business or a related field. Minimum of three years of responsible experience in public administration, budgeting, governmental fund accounting, or finance is preferred. A combination of related job experience and education may substitute for a bachelor’s degree.

 

LICENSES OR CERTIFICATES

  1. Must possess a valid Texas Drivers License.
  2. Certified Government Finance Officer (CGFO) or similarly related professional designation is preferred but not required.

 

LANGUAGE SKILLS

  1. Ability to read, write, and speak fluently.
  2. Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.
  3. Ability to effectively present information to top management.

  5. Must have knowledge of principles and practices of municipal budget preparation and administration including statistical methodology.
  6. Knowledge of pertinent Federal, State, and local laws, codes, regulations, and ability to interpret and apply such laws and regulations.
  7. Must have good analytical and problem solving skills and provide solutions.
  8. Must have knowledge of municipal operations and organizational structures.
  9. Demonstrate a willingness to perform duties in a team environment.
  10. Excellent knowledge and skill in the use of a computer and financial software systems.
  11. Knowledge of Microsoft Office Suite: Word, Excel, and other office oriented software. Advanced MS Excel skills preferred.
  12. Skills coordinating and managing multiple projects and/or assignments and meet deadlines.
  13. Skilled in the use of a variety of machines; including, but not limited to, personal computers, telephone, calculators, facsimile machine and copier.
  14. Skill in communicating ideas to all types of individuals orally and in writing.
  15. Must have the ability to research, analyze and prepare statistical statements, new delivery methods and techniques, and reports accurately.
  16. Ability to provide superior internal and external customer service.
  17. Ability to maintain regular and punctual attendance.

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to operate various machines and/or equipment; and reach with hands and arms. The employee frequently is required to talk and hear. The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to twenty-five (25) pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

 

WORK ENVIRONMENT

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Primarily conducts daily functions in an office environment.

 

ESSENTIAL JOB FUNCTIONS

  1. Develops and monitors the annual budgets as assigned, including preparation of budget files for departmental use, trains and answers questions regarding budget preparation and reconciliations.
  2. Prepares annual budget document and multi-year plan under supervision of the CFO.
  3. Analyzes and provides recommendations on complex issues relating to the operating, debt service, special revenue funds and capital budget, financial matters or departmental operations.
  4. Assists in the development and ongoing support of Capital Project budgets.
  5. Assures budget numbers roll to new fiscal year appropriately; provides departments with new account numbers as necessary.
  6. Assists the CFO in developing quarterly and annual department reports, listing revenues and expenditures, and explaining variances for Council reports.
  7. Provides technical support to multiple departments; answers questions regarding expenditure forecasting and provides training assistance with the budget process.
  8. Conducts research and analyzes data; prepare and assist in preparation of reports and surveys.
  9. Serves as liaison to the capital improvement program and vehicle/ equipment replacement program.
  10. Assists in organizing and analyzing performance measurement plans, cost allocation plan data, and cost studies to determine charges for services.
  11. Prepares budget adjustments and transfers.
  12. Performs a variety of delegated research tasks and projects, documents findings, prepares reports, graphs, charts, and other illustrative materials as required.
  13. Interacts with various governmental agencies in order to obtain financial, legislative and statistical information.
  14. Performs related special task work as directed by the CFO.
