Provides technical assistance in assuring Town’s compliance with water quality standards; performs related work as required. The primary function of an employee in this class is to provide assistance to the Water Quality Specialist (WQS) in assuring the Town is in compliance with federal, state, and other water quality standards. Additionally, this employee performs job tasks assigned to improve water quality. An employee in this class may be assigned to other duties in the Town of
1. High School diploma/GED; or combination of education and training.
2. Training programs relative to water distribution, water quality and cross-connection control.
3. Experience in water quality, sampling and distribution systems.
4. Math skills appropriately fitting the positions mainly focusing on water distribution.
LICENSES OR CERTIFICATES
1. Possess grade “C” water certification from the Texas Commission on Environmental Quality.
2. Possess Customer Service Inspection (CSI) certification from the Texas Commission on Environmental Quality.
3. Texas Class “A” Commercial Drivers License (“CDL”) preferred or must obtain within 12 months.
1. Ability to read, write and speak English fluently.
2. Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.

8. Ability to interpret water information from engineering blueprints.
1. Ability to interpret a variety of instructions furnished by management in written, oral, diagram, or schedule form.
2. Must have the ability to comprehend policies, procedures, regulations, organizational structures, etc. verbally, written in a short timeframe.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Outdoor environment; exposure to conditions of construction and Public Works project sites including loud noises, dust, heavy vehicles and equipment; exposure to inclement weather; exposure to traffic and other hazards while conducting field inspections; exposure to moving vehicles and equipment, slippery surfaces, and other related conditions.
ESSENTIAL JOB FUNCTIONS
1. Provides assistance to the Utility Manager to assure the Town is in compliance with federal, state, and local water quality and public health standards.
2. Performs tasks and job assignments given by the Utility Manager such as water quality samples; reports results to Utility Manager.
3. Responsible to understand and have thorough knowledge of water quality issues.
4. Performs samples and basic tests in accordance with Departmental standards to measure disinfection residual levels.
5. Communicates with citizens as needed during sampling as part of good customer service abilities.
6. Performs and/or coordinates with TCEQ for water quality sampling consisting of residual, bacteriological, chemical, mineral, metals, radiological, and other sampling as required to maintain water quality and comply with the regulations of the TCEQ and EPA.
7. Performs monthly flushing program and maintains records required by the TCEQ.
8. Assists the Utility Manager during development and updating of multiple reports and plans.
9. Responsible to understand and then assist maintaining the Town’s backflow prevention and cross-connection control program.
10. Insures the Town is completely and correctly performing customer service inspections on new and altered plumbing systems within the Town’s distributions system.
11. Responds to citizen or commercial account’s complaints, concerns, or issues related to water quality.
12. Provides supporting documents to assist Code Enforcement in assuring compliance with town water quality related ordinances.
13. Must be able to perform and carryout on-call duties along with any other duties as assigned.
