JOB SUMMARY

Frontline supervisor over the Water Utilities Operations Division to ensure repair, maintenance of the water infrastructure including facilities, properties, distribution system are maintained in excellent operational status. Includes but not limited to the use of equipment, tools, staff, in a direct participation of activities necessary to completing assigned tasks. The candidate must be highly motivated and strive for success by demonstrating Little Elm’s Core Values of Integrity, Customer Service, Efficiency, and Innovation.

 

EDUCATION/TRAINING/EXPERIENCE

High School diploma/GED; some college preferred; training programs on water distribution; plus extensive knowledge of distribution systems, and water infrastructure.

 

LICENSES OR CERTIFICATES

1.             Must be bondable.

2.             Class C Water License issued by the TCEQ is required.

3.             A valid Texas Class A Commercial Driver’s License with a Tanker Endorsement required within 6 months of employment.

 

LANGUAGE SKILLS

1.             Ability to read, write, and speak English fluently.  

2.             Ability to respond to common inquiries or complaints from customers, regulatory agencies or authorities, or members of the local business community.

 

OTHER SKILLS & ABILITIES

  1. Evaluating maintenance issues and developing recommendations based on findings.
  2. Reading and interpreting plans, schematics, and specifications.
  3. Accurately estimating labor and material costs.
  4. Troubleshooting, repairing and maintaining water, wastewater, water meters, and specialty equipment and control systems.
  5. Promoting and enforcing safe work practices.
  6. Efficient in operating a personal computer utilizing standard and specialized software.
  7. Establishing and maintaining effective working relationships with co-workers.
  8. Effective verbal and written communication with Town staff, supervisors, residents, and vendors.
  9. Knowledge of State and Federal regulations governing municipal utilities and the treatment and transmission of water; including  the Texas Commission on Environmental Quality (TCEQ) standards.
  10. Must have the ability to perform tasks under pressure, with short deadlines and the ability to work overtime and flexible hours as necessary.
  11. Ability to establish and maintain good relationships with supervisors and other personnel as well as a willingness to perform duties in a team environment
  12.  Must be self-motivated with the ability to establish and meet deadlines.

1.             Ability to interpret a variety of instructions furnished by management in written, oral, diagram, or schedule form.

2.             Must have the ability to comprehend policies, procedures, regulations, organizational structures, etc. verbally, written in a short timeframe.

 

PHYSICAL DEMANDS

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.  While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to operate various machines, drive vehicles and/or equipment; and reach with hands and arms.  The employee frequently is required to talk and hear.  The employee is occasionally required to stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to (80) eighty pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

 

WORK ENVIRONMENT               

The work environment characteristics described herein are representative of those an employee encounters while performing the essential functions of this job. Work is performed in a standard office environment, and field environment at work sites. Work schedule may include after hours, weekends and holidays. Must be able to respond to after hour emergencies as needed. Work rotating and rotating call duty as required.

ESSENTIAL JOB FUNCTIONS   

  1. Provides general supervision and leads the work crews in maintaining and repairing the Water Distribution and other Town infrastructure; assures that all safety rules, traffic control regulations, and water policies are observed on the job site.
  2. Coordinates crews, equipment, materials and tools required to complete work orders, and reviews work completed by assigned staff to assure work meets the requirements of the work order.
  3. Performs field inspections of ongoing and completed work assignments; ensures all Town and departmental regulations and safety requirements are met, and provides technical guidance as needed.
  4. Coaches, trains and instructs work crew; meets with staff to review and discuss work performance, quality standards, technical issues and work methods.
  5. Inventories material and equipment needed for each assigned project, and distributes supplies and materials.
  6. Maintains records of services performed, time spent on job, and material costs.
  7. Controls work site to ensure that safety rules and regulations are followed, and that the work zone, traffic control, and all the equipment are in safe operating condition.
  8. Operates heavy machinery in accordance with all safety guidelines, including OSHA.
  9. Utilizes proper safety precautions in all work performed; reports problems and emergency situations; recognizes, avoids, and reports unsafe acts, conditions, accidents and injuries.
  10. Supports the divisional operations with regular and timely attendance.
  11. Helps develop recommendations of equipment, tools, and infrastructure needs.
  12. Will be required at times to respond after hours, including holidays and weekends, in the event of a departmental or Town wide emergency.
